The dev has mentioned this bug, I wiped my save after the latest update and didn't experience this issue, though I guess it may persist in some cases. Don't delete your old save, but make a new one to test it out. It's much easier to progress now.

It's probably because your main save file was created in an outdated version of the game. Go to your saved files folder (C:\Users\{username}\AppData\Local\USS) and remove the folder "USS", then run the game. If the problem is still there - let me know, i'll run some tests and try to find what's going on.
