It seems like you're trying to load an old save file on a newer version, I can tell because 0.08B is supposed to start you on $1500 but you've got $500 before you opened the deck manager. I'd recommend starting a new game to fix your problem, (you can literally just press 'skip tutorial' to get back to the same spot in 10 seconds because that's as far as that old save is).
There's also the possibility that the game didn't update properly because every time you open a pack, it SHOULD give you 5 cards each time, so a reinstall could also be needed.
