Surprisingly, it can. The video is over a year old, and there are many different sites that come up when one Google's "openai.com" as the video suggests. And I assume these credits are not free, but cost money? If that's the case it is a dealbreaker for me. The $10 USD was a huge ask as I live on a fixed income, but the promise of aid made it worth it in my eyes, now the prospect of further investment in something that still cannot help me has me balking.

I live on a fixed income as I had to retire on disability a few years ago, and have kids, so the $10 USD was enough of a stretch. There's no way I can justify an additional charge that I don't recall being mentioned in the original tool description: spoiler alert... IT WASN'T.
