For "Building A Tower" quest, I have done all the objectives and got the supplies, where do I turn it in? I have talked to all the guards in the guard tower, so I do not where to turn it in.

Thanks so much for reporting this issue.
I took a quick look over the quest triggers and noticed it was possible to complete the steps out of order, soft-locking the quest.
I’ve just uploaded a hotfix that corrects this issue and should allow completion of the quest regardless of the order that the triggers are activated in.
