License question - what is considered a "derivative" of the asset files?  ie, if I use this to create a rough draft of a character, and then commission an artist to draw CGs of him, is that derivative?

No as that would be a brand new asset that is 100% yours. Derivative is merely picking the source material (as in, the parts of the paperdoll) and making a small edit for a particular purpose.
