Oh my god i tried everything
SO THE FIX IS:

You have to remove ANY OVERCLOKING from your BIOS (UEFI) system. Including: RAM, GPU, CPU, and even if this didn't work - apply UNDERclocking to CPU (i know it's terrible), but since i've reduced cpu limits and settled DRAM speed to basic (3200 mhz) the issue been fixed

The game became stable and got no crash or D3D error in 5 hours straight
