She needs to be a shared hostess instead of a private hostess. You can change it in the Journal's character sheet, or from the hostess menu where you'd select the event.
She actually might not... :D But since she doesn't have much content, it's not a big issue. The update after the Halloween update will have each girl show up more reliably all around the school/town.
