would you be able to set up a normal server based multiplayer in unreal ? 

If you're talking about dedicated servers then no. This game was primarily made for P2P. 
If you start a game normally, it will create a session, but the problem is that routers will block the port. So, you'll only be able to play it on LAN.

But if you use Steam, it will allow you to host a public game.

At its current state, no, not possible

I would have to redo basic systems to support dedicated servers

plus both the client and server would have to open ports manually in their router to even make sessions visible, the steam integration doesn't work properly with dedicated.

would you be up to work on a game with a dedicated dev team right now ?
