Seems like your CPU has an UHD Graphics 770 integrated GPU, so yes, i assume that your windows choose this one instead of your 4070...

Go to NVIDIA control panel, and 3D settings and search for OpenGL settings, and change from automatic to your 4070.

The Intel Core i5-3470 Processor has Intel HD Graphics 2500 Technology integrated into it. So i suspect that the problem is the same, your windows choosing the wrong GPU. 
Change your OpenGL settings from automatic to yout main GPU.
