Seems like your CPU has an UHD Graphics 770 integrated GPU, so yes, i assume that your windows choose this one instead of your 4070...Go to NVIDIA control panel, and 3D settings and search for OpenGL settings, and change from automatic to your 4070.Let me know if it solves it.
