Well yes, but you can do that without taking Water as your second primary. Pure Ice/Physical is good. There is very little reason to add Water to that. Especially if you're spamming STR because then not even the heal is useful. Even if you do want to use Aqua Splash, that is easily purchasable by the time you have the later Ice Physical skills, and Fire spells get you through the early game a lot better than starting Water.
