Like, you were talking about a "starting area", which would be Safen, but you also mentioned not being able to enter Shiptown, even though there's yet another town between Safen and Shiptown, so I'm confused as to where in the game you're stuck. If you are right in front of Shiptown, you need to recruit Wulfrick in order to progress. Maybe checking the walkthrough can help you out?
