It requires Carla to be at level 1/2 I believe, for Sami it requires her to be level 0/1. I should make this more clear in the guide.
Btw, Is there a way to save my progress from one version to another in mobile or do I have to replay the whole game?
If you install the new version (the anniversary special is a separate game, not a new version) on phone, it will overwrite the old one while maintaining saves.
