ok I think I know what you are looking for click the me button then click encounters their is a option you can select there.
Edit: the option is toggle known it will stop adding more pawns.
Some scenes that require an NPC will spawn a random one even with it off. I noticed the portal panties/fleshlight random event would keep spawning NPCs despite having it turned off.
