Baxter is only three years older in OL:NF, you're right. He's less than a year older in OL:BA. But he turned 19 in May and Cove won't turn 19 until November, so Cove is 18 while Baxter is 19 during Step 3.

No, he's 13. Devin Murray, Ren's older brother, is 16. Baxter is much younger than him.
