it's a little Easter egg when you click on him in meeting the polos he'll show up like this sometimes you'll have to have to back and click again in order to get him like this
I thought it required the cuckstrad achievement. Maybe It originally was but they thought it would be funny if it sometimes shows up when you click on him in the meet the polo on the computer
