Lost my ATV in the deep lake near Tango, too deep to swim down, resetting doesn't work.
You should be able to throw the hook to it and pull it up.
I ended up accidentally hooking it to the bottom of the lake. And then I saw there was a new version so I was resetting objects anyway, which did the trick.
