Valve pays on a +30 Day system. So no, they actually don't. Even further, I also advise that Nacho Sama get a lawyer and fast because there will be an eventual counterclaim to a DMCA, and the 14 business day clock starts ticking immediately when it is filed.

That will depend because steam allow to do localization pricing

So if you want to get an approx this is the way I will do the pricing for every country steam let me localize the price:

Minimun wage per month of your country × 0.004

And I will launch the game with 40% discount for 7 days so take the last number you get and multiply it by 0.6 and that will be the price at launch

Valve will usually allow regional pricing. However, some countries do deal with USD as their base currency when it comes to Steam, so you have to watch out for those countries.
