I don't know how to set it to full screen, as the button that should put the app in full screen is grayed out. Also, after some playing around, I found that I could view the entire game screen by changing the scaling setting that Windows provides down from the recommended 300%. However, when I said that the game window was being cut off, it was like spanning the full height of my screen, where the top bar was extending beyond the viewport of my screen; the rest of it was in the viewport but extended below the taskbar.
I recommend making it so that the app window is resizable; that is a way to fix this issue without the player (me) having to change my optimal settings from something else just to play the game. However, it is up to you to decide whether adding that ability is worth adding.
However, the game is fun to play so far, even after I troubleshooted my problem. Another thing I'd like to see is a game menu that you load into when launching the game.
