ah, found a bug, after you get the lifeguard you can meet on karnivore you can go back into the water and this will occur! You can still move in the water but not exit the map however, allowing you to paddle around the whole map.
It can also happen in any part of the water when the encounter occurs. Had it happen on the bottom of the map and right side as seen there.
