Should happen after you've done all the alleyway events when seeing the gang memebers and seeing Rohan and Stryker talk. A way to help with all this is coming later this month. Not in the big public update but later in the month.
It might be bugged since other's are having issues with it. Later this month that update should be coming out and help solve this issue since you won't have to worry about requirements other than meeting the physical form the game will inform you of.
