Interesting! It seems like the game is counting certain skintight bottoms as outerwear for walking around purposes, but underwear for Dom rule purposes. Sounds like a bug is afoot to me.
Hm, I think it may not be an error if they count as both underwear and pants simultaneously in all circumstances. That might account for all their behavior? But, maybe not if it triggers an exhib warning for not wearing underwear.
