so i dont know if this is a me problem but it wants me to re-buy the game to download the new version.
If you're comfortable with sharing what your name is on Paypal, you could buy the game again and I could issue a refund, that way it (hopefully) registers on the website that you own the game and are able to download future versions.
so i just checked and its fixed? so im going to guess it was a site problem
