I did a full playthru of your odd meta game (as well as a couple others in the video) on my channel in the video below. Though the true nature of the message eludes me, I will say that it was quite interesting with challenging puzzles to solve.

Having watched the video, all I can say is that you did not miss any contextual clues and analyzed it pretty well. This is supposed to be a "side-game" to a larger universe I'm building, to which will have a main game release sometime later this year. This is a world in which a weird society has formed once more, from the rubbles of the old Tower of Babel story, and it promises to bring equity to the world through true direct democracy. Conversely, they aim to develop nuclear weaponry to fulfill this goal. I hope you stick around to see it's release, even if it won't generally be a horror game like this :)
