I don't mind downvotes but there's usually a little etiquette involved when doing so that you explain with a comment why you feel that way. Not just going around downvoting every single comment posted like a little kid would do.
Nah, they are always present, regardless of what reply/comment actually says.
Yeah, I see it occurring quite regularly so it tells me they visit the comments routinely and do this. Someone probably unhappy irl as well.
