Wrong, propaganda can take place when another country's people come over to a different country trying to influence  the people. They do this by taking over the school boards and teaching them communist philosophy is all throughout college. A quarter of all social science college teachers are communist. Probably is how this game got made. So no, propaganda can be made by independent people all working together as a cause to push communism.

Damn wonder if it's because they think it has merit and they don't need an evil plan to be convinced of it. Isn't it also propaganda if kids are told that capitalism is great and awesome like they do in schools already? How is teaching people about your political opinions some evil propaganda scheme.

It's worth noting that being propaganda by definition doesn't automatically make something evil. Propaganda is anything intended to sway someone's opinion to support a cause. Every political campaign ever is, by definition, propaganda, as are the actions of any religious person trying to convince anyone that their beliefs are right. It doesn't have to be a conspiracy or a scheme or use manipulative or dishonest methods to get the point across. It just needs that intent to sway the opinion of those it reaches.

The part where "Half of the teachers are communist" i need to see an statistic proving that, otherwhise it's conspiranoic bullshit. But, the thing that propaganda can be done by independent people is right. I can do a game/movie/story with the intention of promoting my political ideas and, even if it's not a big budget thing, it still is propaganda.
