Yes when the cursor is over your target you click again, you can click a bunch of times since if you miss nothing will happen, the command won't be cancelled until you right click.

Going over a few of the older community posts, I noticed this one, I did not respond adequately.

Commands can only be issued in God mode, yes in Player mode you will just start fucking the monster. It is very annoying to issue commands in Player mode since you have to walk around to the target, but I might still make this possible in future versions.
