1) Battle system is not a requirement. But can it win? Depends on voters!
2) Windows PC is most common platform, but there’s no hard rule against others. It just may not be playable by as many people. You can do multiples platforms if you really want.
3) Doesn’t have to be a complete game, but I would suggest some sort of story arc that completes.
