Can you rest at the New Abyss City warp point and then check on that enemy again? If that doesn't respawn it, it's a bigger bug I'll have to look into. Thank you!
Nope. The Safe House warp point doesn't respawn it either.
Thanks for checking! I can't quite figure out why he's not respawning properly, this will be addressed in the next patch once I get it fixed.
