There is currently not much content for Logan, as Hyao is planning on extending the romance plotline. From what I understand, it shall be for Normal Logan (Discouraged from going to Bandit Camp), but only Hyao can say for sure. In that sense, I believe you are unable to go beyond one heart with him.

how did you get that much with Logan? I can't get past 17 even if I do the "propose workout" every day and at first I suggested him to not go to the bandits' place

l got 64 and once Logan kissed me. But I have to change my route and I back in a early save. So, I do never go that kiss from Logan ever again,
