One of the levels doesn't have a cloud generator and I used all my clouds. Isaac knows what level I'm talking about, I'm not too sure how to describe it myself.
If you refuel the ship at the beginning of the level then you should have enough fuel to go to all islands. Ship also have some momentum and takes time to slow down so you can use it to save fuel by sliding.
