I think when uploading a game, it could be released as complete game, just not for all viewers. Only for you or additional users who know its link, and it would appear "saved as draft", I guess? I've never tried using this option yet, at least for my first game I was clicking it to see if the page looks okay, visuals being noticeable, etc.
