You can certainly use scatch. 

If you're just starting to learn how to make games I'd suggest taking a look at Godot. 

It's a bit easier to get started with (in my opinion) than other engines and it's especially good for 2D games.

We'll see if I have time to put something together. Sometimes while I'm prototyping I just can't seem to find an idea that clicks and I don't end up submitting a game.
