You have to research the first technology in R&D called 'CPU Development' before you can make CPUs. Then, if you're not playing on easy difficulty, you have to take a loan in the bank to be able to afford it.
I could not find "CPU Development" after a few years. Is this a bug?
Could you provide a screenshot of your Research & Development window? It should look like this at the beginning of the game:
