am i allowed to change level design so that it can be completed and get rid of bugs that make the game uncompletable
if its not a major unplayable bug, .. A Solid No.
If it is however a major unplayable bug, … Then yes
Making your game playable is fine. Any other improvements are not. If making your game playable requires any big changes (like adding new mechanics or content), then it's a no for those as well.
