I ran into an issue where the enemies wouldn't shoot at me more than once. Then they just sort of floated around me.

Oh, same thing happened to me. I thought they were just stunned by my awesome driving.Like they couldn't lock on to me or something. In hindsight, it might have just been this. :)
They are programmed to appreciate style. You probably took them off guard ;)
