This reminds me of Cannon Fodder, the old Amiga game from the 1990s. I liked the gameplay, running around but shooting with the mouse (I did that in my game too ;)). You could tweak it so that the player has to earn the weapons as upgrades etc and possibly add grenades like Cannon Fodder.
