You can use the .jar by itself, but you'll need to run it with a version of java that's compatible with it. Try getting the win64 download, extracting the whole .rar file into a folder, and then running the .exe.
I'm sorry but I don't understand what "Extract into a folder means" can you clarify a bit?
You need to extract the .rar file somewhere, it contains a folder so you can just plop it down somewhere like your desktop.
