Dumb question: with the way supply works does it mean you *need* to have the 'storage' upgrade?
You only need the storage upgrade if you want to end Downtime with more than 4 of each Supply type. Any Supply Points beyond the Squad's maximum (base 4, 8 with the first level of Storage, and 16 with the second) are "wasted" if not spent.
