I believe the times are in hexadecimal. So 15B is 347 and your time 130 is 304.
My first attempt at a 100% run (all items, secrets, etc) I got 16A (roughly 6 minutes).

Do you need shop items?

1 Collar (2nd Shop)

Infinite Bones (2nd Shop)
Hmm, seems like a good list except there are 4 money bags and one chip (the chip isn't used for anything yet, I think in the future it's used for upgrades at the shop).
I got the collar and rock but ignored the infinite stuff.
