You should be able to pan the camera by holding down your right mouse button and moving the mouse. Unless you mean something else?

If I recall correctly, when you hold RMB it allows you to change the point the camera is looking at (which, combined with zooming out, allows you to see more of the terrain). However you cannot change the point the camera is on (that's what I mean by "panning", maybe it's not the right term). In many RTS and sim games you can do this by holding middle mouse and moving.
