You could call it a bug, I think the top priority is still overridden by the priority of the dwarves wanting to work on their professions first before jobs that don't require a specific profession (like firefighting can be done by anyone) so I clearly need to change that, I'm also going to make it so extinguish job orders get spread when the fire itself spreads out.
