Paypal is stated in the rules because that's something I know I can do. There is a possibility that if the winner does not have Paypal, I can look into something like a gift code or donating to a charity in their name or whatnot. I would make a reasonable effort, but it is stated in the rules as Paypal for a reason, and someone who does not have Paypal should not expect there is a 100% chance they could receive the money. For example, what I would not do is sign up to some new service I am not already a member of to pay the prize.
