I downloaded your save file, and I will try to find some time to look at it today.
The most bug free versions are ERAS II, GOF 1.2, and COAS , in that order of reliability; I support ERAS and that is the most recent mod that is based on COAS and is still being worked on. The content and ideas are provided to me from someone else, but I am the main developer that is responsible for all the scripting code and implementation of ERAS.
If you can speak/read Russian, I know of two mods for that language that are using Maelstrom too. I don't know where to obtain it, but I am in contact with the devs for two Russian mods, and if you can read that language, let me know and I will ask them where to obtain their mods; they are both based on COAS.
There are also a couple people currently working on New Horizons, but it still contains bugs because it is a recent addition, but it is being worked on at the moment.
Well I don't know where it went wrong in the GOF 2.5 scripts, but all the quest attributes for that mission were gone, although the quest log clearly shows they should have been set.
I could not figure out where the flaw in their scripts are, but I was able to reconstruct the missing attributes and saved the game. Save is here:
