I cant open the dlc either :( I'm on Catalina too! I try downloading rpa tool to open it but it keeps showing error messages
To use the DLC you don't need rpa tool.
You just have to put the cl_dlc.rpa file into the game folder of the master game.
Can you plz show us the screenshot of the files you have?
and the error you get (or how do you understand that DLC doesn't work).
