I'm not Arc, but I've been following the project for a while and can get a bit of a headstart.
Game is in development, has been for over 2 years and probably has one or two years left to be complete.
Things are not done yet, it will take a bit before we get there.

That aside.

1. Thus far, the story hasn't been rewritten once.
Don't see a reason to do that. Some slight tweaks here and there for typos, improving the flow of dialogue or other small fixes. 
No rewrites.

2. My saves back from 0.1.1(over two years ago) still work, most of them at least.
If you save in the middle of a scene the save might break, try to save on a safe spot like the MC's bedroom, those are more likely to still work in the future.
Arc tries his best to keep saves working to not force players to restart.

3. Main girls are  the ones with heart cards, and many times before has Arc stated that there are no plans of adding more, 17 is too much once you consider the amount of content that a main girl is supposed to have. Jessica has the most content and she's not even close to full main girl potential yet.
Claire is an example of a pseudo-main girl, she will have more content than side girls but not to the same degree as a main girl.

4. The gallery in extras is meant fot non-repeatable scenes, so you don't have to keep hundreds of savefiles. 
Most repeatable scenes won't be added, unless they're hard to get or Arc just feels like it. Perhaps in the final version of the game.

5. The scenes for those stats just have not been added yet.
So nothing to fix, just WIP. 
Tho I do wonder how some girls will react to some stuff... I don't see Kana being too fond of buttsecks, ya know... Up bum no baby and all that.

6. That's a question for act 3, which is getting closer and closer... Eventually.
At least we have confirmation that the girls' stories aren't 100% done.
Also there has been a discussion of marriage, but apparently you can pick only one for that. You may keep your harem but you have to pick one harem queen... or none if you're indecisive.

7. Sometimes I ask the same question late at night.

Arc will probably answer on his own whenever he does his rounds in here.

I really have nothing to add, as Cursed covered everything perfectly :)

And as for the acts, Cursed is correct on that point too - there will be three main acts, pus an epilogue. Act Two will be the largest act, but I have a lot of plans for Act Three as well (and yes, it will be a big shift, so you'll have to make sure you've done everything you want to in Act Two - there's no going back. DUN DUN DUUUUUN!)

Also, no IRL Veronica, sorry... but if you have the right Patreon/Subscribestar tier you can download her card and use it in Koikatsu VR. That's something... right..? ;P
