Well KK is available on Steam, and often has sales. As for Photoshop and Premiere Pro, there are free image/video editing suites that you can use (Check out the excellent Krita for a very good, free image editing suite)
Also, be aware that anything you create that involves an established IP, such as One Piece, is subject to Cease & Desist and Takedown legal notices. If you decide to go ahead, I'd strongly advise you creating your own setting to avoid potential legal issues in the future.
oh as i said i was gonna go for something like my hero rising were the player character id give a devil fruit just for some interesting scenes that can trigger if you fall into the water like maybe thats how you encounter shirahoshi it would not directly be connected to the strawhats and would actively avoid using anything canon besides the same planet the existence of devil frits and characters but it would probly not feature any islands maybe at the most i planned is falling in the water and then someone out swimming saves you and takes you to a beach so for my hero rising to exist my thing should be able to exist
