This is an interesting project, but I found myself thoroughly confused as to what was going on most of the time. From the looks of things there was a lot going on with the upgrade system, and all the different combat formations that displayed during conflicts, but without any tooltips or popup explanations for the upgrades I was choosing, or the sliders I was adjusting, I had very little understanding of what any of it meant.

That said, a city and resource management simulator is a great fit for a Kaiju game, and I think with some more time and work, this could be quite a good game, I just found myself confused most of the time. Also, just a side note, I found the time system a bit frustrating. Leaving it on normal speed involved too much waiting for anything to happen, but if I put it on fast-forward, it was super easy to  miss events when they popped up. Having events stay open for longer, or auto pausing and allowing the player to respond could be one solution for this.
