I'm not an expert at all on the subject but I'll try to help you as much as I can: it was my first jam, from a french community and I went solo since I wanted to improve my graphical skills.

First, find a game jam that you can attend to: https://itch.io/jams

I recommend looking for short jams (3 days or less) to start, it may look short but I think it's a nice duration!

Second, you don't want to do this alone on your first jam. You know a bit of programming, maybe you can team up with someone more skilled that can teach you, or with artists that can help you by making sprites, sounds, ...

Now, how do you actually find people?
Let's look at the Telephone Jam: if you read their description, you can see they have a Discord where you can discuss the jam with other people, and also find people to make or join a team! People in the game jam community are really nice and will welcome a beginner with open arms.

If you don't want to team up with strangers, that's absolutely okay! Talk about your wish to do a game jam with relatives and friends, they'll be thrilled to jam with you over the course of a weekend with you.
