Absolutely.   The game is yours, you can do whatever you want with it before or after the jam.   As long as it meets the requirements of the jam, you are fine.  The jam in no way 'owns' or claims your work, and places no restrictions on what you can do with it.   Just be mindful of the license terms for the various OGA art assets you use in the game, as those might limit how/where you can distribute the game.
